Eamonn P. Kelly was appointed to the Board of An Bord Pleanála in April 2023 for a one-year term.

Eamonn has previously held the position of Principal Officer in the Department of Housing, Local Government and Heritage’s Housing Affordability, Inclusion and Homelessness Division, with responsibility for the development and administration of large scale multi-annual grant schemes. Prior to this, Eamonn held the role of Principal Officer for EU and International Planning Regulation, with responsibility for drafting legislation to implement EU Directives and International Conventions, and in response to Brexit, the Covid-19 pandemic and the Temporary Protection Directive, as well as overseeing a large portfolio of judicial review cases. Eamonn has also held the role of Senior Planning Adviser in the Department’s Planning Division. Prior to joining the Department in 2015, Eamonn worked for over a decade and a half in the private sector and for local authorities.

Eamonn holds a law degree (BCL) as well as a Master’s Degree in European Law (LLM) and a Master’s Degree in Regional and Urban Planning (MRUP), all from UCD, and he qualified as a Solicitor in 2004.  Eamonn has over two decades of professional planning experience in Ireland and is both a Corporate Member of the Irish Planning Institute (MIPI) and a Chartered Town Planner (MRTPI). Eamonn has previously lectured on Planning Law and Practice in Law Society of Ireland Post-graduate Diploma courses.
