Projects of Common Interest: Manual of Permit Granting Process Procedures

This Manual was updated pursuant to Regulation (EU) No. 2022/869 on guidelines for trans-European energy infrastructure (the Regulation). The Regulation seeks to modernise and expand Europe’s energy infrastructure and to interconnect networks across borders to meet the Union’s core energy policy objectives of competitiveness, sustainability and security of supply.

Commission Delegated Regulation (EU) 2026/764 of 1 December 2025 amends Regulation (EU) 2022/869 of the European Parliament and of the Council, as regards the Union list of projects of common interest and projects of mutual interest.

The Silvermines Hydroelectric Energy Storage Project, listed as project 1.13 on the Union List of Projects of Common Interest and Projects of Mutual Interest, has been acknowledged on the 27th February 2025 by An Coimisiún Pleanála, acting in its capacity as National Competent Authority, as mature enough to enter the permit granting process under Regulation (EU) 2022/869.
