Who can appeal?

If you applied to the planning authority for a proposed development, you can make a First Party Appeal.

If you made a submission to the planning authority on a proposed development, you can make a Third Party Appeal.

Note: When making a Third party appeal, you must include the acknowledgment letter from the planning authority when you made your original submission.

Appeals Checklist

Submit your appeal to An Coimisiún Pleanála in a valid written format (online, by post, or in person).

Clearly state your own name and address. If someone is acting for you, like a planning agent they must clearly state their own name and address as well as your name and address.

You can download this form to assist, but there is no official form required.

Give us enough details to allow us to identify the application you wish to appeal. Examples of details we accept are:

• A copy of the planning authority decision, or

• The name of the planning authority and the planning register reference number (Example: Ballytown City Council, 23719/18)

You must provide your planning grounds of appeal (reasons and arguments) for your appeal and any items you wish to support your grounds of appeal.

An Coimisiún Pleanála will receive a complete copy of documents, drawings and maps that were submitted to the local planning authority as part of the planning application stage and are displayed on the planning authority's website. Therefore, we advise you to not to upload any of these documents as part of the supporting material with your appeal. When uploading supporting material, please only include new documents.

You must pay the correct fee.

You must make your appeal within 4 weeks from the date that the planning authority has made its decision. This is a strict time limit. If the last day falls on a weekend or Public Holiday when the Commission's offices are closed, your appeal is valid if received on the next working day.
