What is Large-scale Residential Development (LRD)?

Introduced on 17th December 2021 to replace the Strategic Housing Development (SHD) process, the Large-scale Residential Development (LRD) framework returns planning decisions to local authorities, with appeals handled by An Coimisiún Pleanála. LRDs, which include 100+ houses or 200+ bed spaces, follow a two-stage process with mandatory timelines for appeals.

Making Observations on Large-scale Residential Developments

Members of the public may submit observations online via the specific case page for a current appeal, searchable on the official planning site. Submissions are permitted only if a valid appeal has been lodged regarding a planning authority’s decision.

What is an appeal?

A planning authority (local council) decides whether to grant or refuse permission for a development. This decision can be appealed to An Coimisiún Pleanála.
