An Coimisiún Pleanála has published a new three-year strategy to be “a trusted, effective and progressive national planning body delivering for the common good”.  

An Coimisiún Pleanála is an integral part of Ireland’s planning system, and our effective performance is critical to meet housing, transport and utility infrastructure needs in a sustainable way that respects proper planning principles.  

The Strategic Plan 2026-2028 was developed after the transition from An Bord Pleanála in June last year, following a comprehensive consultation exercise with staff, Commissioners, Governing Board members, the general public and planning system stakeholders. It is focused on building an agile, development-focused organisation that can achieve the requirements and new functions designated under the Planning and Development Act 2024 over the next three years.   

An Coimisiún Pleanála’s purpose, vision and values determine how the Commission will work and what we will prioritise.  

The Commission’s purpose is to deliver robust, independent and impartial decisions in a fair, efficient and transparent manner that promotes  sustainable development and proper planning.  

Our vision is to be a trusted, effective and progressive national planning body delivering for the common good.  

We will be guided by the following values in how we conduct business, provide services and make decisions: Efficiency and Effectiveness, Integrity, Transparency, Innovation, Respect. 

Four strategic pillars will drive the vision forward. Each pillar will have clear and achievable actions and a regularly monitored and reviewed implementation plan. 

   Pillar 1 - Build reputation as a trusted, effective and progressive national planning body with the highest professional standards and ethics. 

   Pillar 2 - Efficiently deliver robust, impartial and independent decisions that respect sustainability and proper planning. 

   Pillar 3 - Provide high quality services, innovative systems and efficient processes that allow for fair participation and are accessible for all. 

   Pillar 4 - Grow an inclusive, agile and development-focused organisation. 

Paul Reid, An Coimisiún Pleanála Chairperson said: “The Planning and Development Act 2024 set out a key priority for the new Governing Board, to develop a Strategic Plan 2026-2028 within the first six months of our existence. I am pleased that we have completed this, on time, along with other early priorities also set out in the Act: agreeing a new Code of Conduct, establishing new decision-making procedures for case management, and appointing the first Chief Planning Commissioner. I want to acknowledge the great work done to date by the CEO, the Commissioners and all the staff in the organisation. The Strategic Plan sets out how we will continue to build on the progress on reform and performance over the coming years. This is essential to meet the demands of all our stakeholders and to continue to strengthen the public’s trust and confidence in this key organisation”
