Declan Moore was appointed an ordinary Board member on 2 September 2024 for a five-year term to 1 September 2029. Declan has an extensive background in local government, as an Elected Member (Councillor and Alderman), Director of Services, Deputy CEO (with significant delegations for regulatory and policy planning) in South Australia, and as a CEO in Victoria (Australia). Declan holds formal qualifications in disability nursing, speech pathology, business, health management, human resources and sustainability, and has had considerable experience in the provision and management of local government, education, hospital, community health, aged care and disability services and programs.


In accordance with section 495(5) of the Planning and Development Act 2024, any Board member of An Bord Pleanála in office immediately before the date of commencement of this section of the Act on 17 June 2025, shall on and from this date, continue in office as an ordinary planning commissioner of An Coimisiún Pleanála, in accordance with the terms and conditions of his or her appointment, as in force immediately before that date, under the Planning and Development Act 2000.
