Declan Moore was appointed ordinary Board member on the 2nd of September 2024 to the 1st of September 2029. 
In accordance with section 495(5) of the Planning and Development Act 2024, any Board member of An Bord Pleanála in office immediately before the date of commencement of this section of the Act on 17 June 2025, shall on and from this date, continue in office as an ordinary planning commissioner of An Coimisiún Pleanála, in accordance with the terms and conditions of his or her appointment, as in force immediately before that date, under the Planning and Development Act 2000.
Declan has an extensive background in local government, as an Elected Member (Councillor and Alderman), Director of Services and Deputy CEO (including responsibility for regulatory and policy planning), and CEO in three different authorities in Australia.
Declan holds formal qualifications in disability nursing, speech pathology, business, health management, human resources and sustainability, and has had considerable experience in the provision and management of a range of local government, education and community services and programs, as well as hospital, disability and community health services. 
Declan's most recent role in Ireland was in 2017 to 2019, as Regional Director of Saint John of God Community Services (NorthEast). This role involved managing several hundred staff providing residential and day services to people living with an intellectual disability, a service level agreement with the HSE and maintaining mutually robust and respectful relationships with the HSE and the HIQA Inspectorate.
