Emer Maughan was appointed ordinary Board member on the 6th of January 2025 for a five-year term until the 5th of January 2030. 
In accordance with section 495(5) of the Planning and Development Act 2024, any Board member of An Bord Pleanála in office immediately before the date of commencement of this section of the Act on 17 June 2025, shall on and from this date, continue in office as an ordinary planning commissioner of An Coimisiún Pleanála, in accordance with the terms and conditions of his or her appointment, as in force immediately before that date, under the Planning and Development Act 2000.
Emer Maughan, Dip Arch, B.Sc. Arch M.Sc. Env Systems, FRIAI, holds a primary degree in Architecture (Trinity College) and a Master’s degree in Environmental Systems (GMIT). She is an architect accredited in conservation (G3) and is trained as a Passivhaus Designer. 
Prior to joining An Bord Pleanála, Emer worked in architecture in private practice in Ireland and New Zealand on a wide range of projects. From 2008 she lectured in GMIT (now ATU) initially on a part-time basis whilst running an architectural and project management company. In 2010 she lectured on a full-time basis and was the programme chair on the Architectural Technology Programme Board from 2018 to 2022.
