Tom Rabbette, B.Arch., MRUP, MIPI, was appointed interim Board member on the 1st of March 2023 for a one-year term, an extension has been granted to the 31st of December 2024.
In accordance with section 495(5) of the Planning and Development Act 2024, any Board member of An Bord Pleanála in office immediately before the date of commencement of this section of the Act on 17 June 2025, shall on and from this date, continue in office as an ordinary planning commissioner of An Coimisiún Pleanála, in accordance with the terms and conditions of his or her appointment, as in force immediately before that date, under the Planning and Development Act 2000.
On the 16th of September 2024 he was appointed an ordinary Board member to the 1st of September 2029.
He holds a primary degree in architecture (UCD), a master’s degree in regional and urban planning (UCD) and an advanced diploma in Planning & Environmental Law (King’s Inns).  He is a member of the Irish Planning Institute. 
Prior to joining An Bord Pleanála, Tom worked in architecture and planning in both the public and private sectors in Ireland and Germany. He joined An Bord Pleanála in 2003 as a planning inspector, was appointed a senior planning inspector in 2006 and Assistant Director in Planning in 2017. He has also lectured part-time in the Dublin Institute of Technology (now Technological University Dublin).
