Eamonn Kelly was appointed ordinary Board member on the 24th of April 2023 for a five-year term until the 23rd of April 2028.
In accordance with section 495(5) of the Planning and Development Act 2024, any Board member of An Bord Pleanála in office immediately before the date of commencement of this section of the Act on 17 June 2025, shall on and from this date, continue in office as an ordinary planning commissioner of An Coimisiún Pleanála, in accordance with the terms and conditions of his or her appointment, as in force immediately before that date, under the Planning and Development Act 2000.
With a degree in science and a doctorate in marine zoology, Eamonn has acquired extensive national and international expertise in the conservation and sustainable development of the environment particularly in a marine context.
Eamonn also has significant diplomatic experience serving for several years as Ireland's attaché to the European Union for culture, heritage and the Gaeltacht.
Since his return to Ireland in 2019, Eamonn's work across government as a senior civil servant underlines his awareness of, and commitment to, public service values.
