Online Appeals Platform

Before you start

These instructions are designed to follow the main Appeals page on our website. *Normal Planning Appeals are appeals about a planning authority / council decision to accept, refuse, or add conditions to planning permission.

All other appeal types must be submitted by post or in person; these include; Referrals, Strategic Infrastructure Development (SID), Fire Safety, Disability Access, and Marine Applications.

Guidelines

  • Your appeal must be received within four weeks, beginning on the date the planning authority makes its decision. If you are unsure, use our calendar tool to help determine the final date for submitting your appeal.
  • New IT services sometimes behave unexpectedly on certain devices or networks. In case of any potential technical issues, you are advised to submit your online appeal early and not too close to the deadline date as this allows time for you to submit an appeal by post or by hand within the statutory timeline for making an appeal in the event of any IT technical issues.
  • The online appeal submission must be completed in one single session – you cannot save and return to your appeal later. We recommend preparing your appeal in advance of starting the submission online.
  • You are reminded to lodge a valid appeal you must comply with all of the requirements of section 127 and 37 of the Planning and Development Act 2000, as amended. For more information see our guide on making a planning appeal.
  • An Coimisiún Pleanála will receive a complete copy of documents, drawings and maps that were submitted to the local planning authority as part of the planning application stage and are displayed on the planning authority’s website. Therefore, we advise you to not to upload any of these documents as part of the supporting material with your appeal. When uploading supporting material, please only include new documents. (This does not apply to third party appeals where you must include a copy of the planning authority's acknowledgement letter)

To submit your appeal online, you will need:

  • all required documents and supporting files ready to upload
  • a debit or credit card for fee payment
  • an email address

Online appeals are available for:

1st party appeals
ℹ️ You lodged the original application to the planning authority.
3rd party appeals
ℹ️ You are appealing the planning authority's decision on someone else's application.
If you have been granted Leave to Appeal
ℹ️ You submitted a leave to appeal request to An Coimisiún Pleanála that has been granted.

All other appeal types must be submitted by post or in person; these include referrals, Fire Safety, Disability Access, Strategic Infrastructure Development (SID), and marine applications.

File Size and Format Limits

The current combined file size limit for supporting documents cannot exceed 80MB.
These are the size limits for each of the documents:

Grant of Leave to Appeal (if applicable) 5MB
Grounds of Appeal 10MB
Up to 5 additional supporting documents 30MB, 10MB, 10MB, 5MB, 5MB

If you require to submit more than 5 supporting documents, combine them into one or more zip files. This way, you could submit more than 5 supporting documents (as long as each zip stays within the per-file limits above).

Step-by-step: Submitting your appeal Online

Step 1: Go to Appeals Online

Enter the email address to receive your verification code and any future correspondence from An Coimisiún Pleanála.

Step 2: Verification of your email address

You will receive a one-time verification code via email from noreply@services.gov.ie. Enter this code to proceed.

Step 3: Complete the form and upload your supporting documents

Check that your files are within the size limits listed below.

Step 4: Review Summary

Click Go to Summary to review and make any final checks or adjustments.

Step 5: Submit online and payment

Payment may take up to 25 seconds. Your appeal is not submitted until the correct fee is paid.
You will see an on-screen acknowledgement upon success and an email confirmation from noreply@services.gov.ie.

Technical Issues?

Questions about specific cases or general appeal information can be submitted through usual channels found on our Contact Us page. The Office of the Government Chief Information Officer (OGCIO) manages this system for An Coimisiún Pleanála. If you run into a technical problem that isn't caused by your own device or Wi-Fi, email us at transformation@pleanala.ie. Our team will review the issue and if necessary, contact the OGCIO.
