Whether the existing buildings and structures on the site at Kinnea, Roxtown, Clonmany, Co. Donegal (including, but not limited to, Buildings 1 to 11 and associated works), which were not authorised under planning permission Reg. Ref. 06/71857, constitute development and, if so, whether they are or are not exempted development; (2) Whether the carrying out of works to existing buildings and structures on the site, including the installation of ventilation stacks, biofilters, mechanical extraction systems, solar panels, and associated alterations (including to roofs and elevations), constitutes development and, if so, whether it is or is not exempted development; (3) Whether the intensification of the pig farming use on the site — including significant increases in animal numbers, built floor area, feed silos, traffic movements, slurry production, and emissions — beyond that permitted under planning permission Reg. Ref. 06/71857, constitutes a material change of use (development) and, if so, whether it is or is not exempted development; (4) Whether the excavation of a hole and the burial of construction and demolition waste on the site in 2025 constitutes development and, if so, whether it is or is not exempted development.
